어느 날 오후, 이사회 회원 중 한 명인 Imel로부터 전화를 받았다. 그녀는 가슴 아픈 사연을 털어 놨다. 그녀의 가족은 물론이고 가장이 시각장애인인 수십 명의 다른 이웃들이 코로나19로 인해 더 이상 아이들에게 먹을 것을 줄 수 없어 불안에 떨고 있다는 내용이었다. 이들 가족 대부분은 안마서비스로 생계를 유지하고 있었다.
그러나 전염병에 대한 두려움과 자가 격리로 인해 안마를 받으려는 사람이 없는 실정이었다. 다른 말로 직장을 잃었다는 뜻이다. 더 이상 안마로 인한 수입은 없으며, 그들의 친구나 친척들도 어렵기는 마찬가지다. 이들 가족 중 일부는 복지부에서 정어리통조림과 라면 등을 지원받았는데, 생후 몇 개월 지나지 않은 아기들에게는 먹일 것이 없어 단물만 주었다고 한다.
많은 사람들이 취약한 집단을 위한 기금을 모으고 있지만, 유아에게 필요한 음식을 주는 것에 대해 아무도 생각하지 못했다는 사실에 매우 놀랐다. 장애가 있는 부모들은 전염병으로 인한 심한 경제적 어려움과 격리로 우유를 살 수 없는 형편인데도 말이다.
통화 후 내가 아는 모든 사람들에게 도움을 줄 수 있는지 연락을 취했다. 다음날 우리는 HWDI Padang(인도네시아 Padang시의 여성장애인협회)과 모금 행사를 준비하기 시작했다. HWDI Padang은 유아 및 관련 장애 가족의 주소를 기준으로 이름별로 자료를 수집했다. 처음에는 현금 형태로 지원하고 모든 가족이 각자 필요한 것을 사도록 하거나 그들이 필요로 하는 모든 물품을 주는 등 방법과 관련하여 의견 차이가 있었다.
일부 장애인 가족은 현금을 요구했는데, 이럴 경우의 장점은 다양한 유아들에게 필요한 것이 무엇인지 자료를 수집할 필요가 없다는 것이다. 그러나 장애인 가족의 편의뿐만 아니라 자가 격리 등 다양한 측면을 고려한 끝에 각 아이의 필요에 따라 상품 형태로 제공하기로 결정하였다. 이후 세부적인 자료를 수집하고 다시 가족의 확인을 거쳤다. 실제 내용물 또한 가족 요청에 따라 구성했다.
우리 중 몇몇은 목록을 완벽하게 준비하기 위해 늦게까지 일해야 했다. 자료 수집은 특히 각 유아의 우유 브랜드, 기저귀 크기, 아기 죽 등 각기 다른 아기의 요구에 따라 세부적으로 진행되었다. 자료 조사는 WhatsApp으로 했으며 인터넷이 안 되는 집은 전화로 수집했다.
이사회 회원들은 각자 해야 할 일이 있었다. Imel은 영유아들의 요구를 포함하여 완벽한 자료 수집을 위해 시각장애인 가족에게 연락을 했다. Afrita는 5세 미만의 자녀가 있는 청각장애인 가족에 대한 자료를 수집했다. HWDI Padang의 책임자인 Uni Ilusiana는 지체장애인 관련 자료를 수집했고 또 다른 직원 Uwok과 Ayuk은 이 자료들을 요약하는 업무를 맡았다. 나는 구매해야 할 모든 쇼핑 목록을 포함하여 요약한 자료를 정리하는 것을 도왔다. 여성 네트워크의 동료들과 함께 Bundo Titi는 기금 모금을 실시하고 때때로 수집된 기금에 대한 업데이트를 제공했다.
하루 만에 각 영유아에게 필요한 목록을 포함한 완벽한 자료가 준비되었다. 우리는 4개월부터 4.5세 사이의 총 37명의 영유아가 있는 장애인 29가구를 성공적으로 기록할 수 있었다. 그리고 Padang시에 있는 공무원 부인들과 장애인을 지원하는 여성단체로부터 기금을 모금하였다. 감사하게도 모금액은 목록에 있는 모든 것을 구매하는 데 필요한 비용보다 훨씬 많았다.
다음날 우리는 각 가족에 대한 자료를 중심으로 필요한 것들을 구매하기 시작했다. 물품과 약간의 돈이 즉시 각 가족에게 분배되었다. HWDI 경영진의 제한된 자원과 자가 격리를 준수해야 하므로, 각 조직의 대표자에게 가족 이름으로 표시된 물품을 모았고 HWDI 사무국에서 모든 장애인 가족에게 직접 배포했다.
우유를 살 돈이 없어 아기에게 밥물만 주었던 터라 도움을 받은 가족들이 감사하다는 연락을 주었다. 하지만 장애인 부모가 사랑하는 자녀들을 위한 소포를 받고 미소를 짓는 것을 보고 오히려 우리가 감사했다. 라마단 기간에 장애인들과 함께 나누는 것은 당연한 일이다. 우리가 다른 사람들을 돕기 위해 움직이는 한, 누군가 우리를 도와주도록 움직일 것이다.

[원 문] Women with disabilities raise funds to help infants of disabled families during the pandemic
One afternoon I received a call from one of my organisation board members. She told me a heartbreaking story. Imel revealed that her family and dozens of other families whose breadwinners are blind are currently in uncertainties of being no longer able to feed their infants and toddlers due to the economic impact of the Covid-19 pandemic. Most of these families rely on providing massage service to earn their living. Given the fear from the pandemic and the lock down being in place, not a single soul turns up to have their service. It simply means that they have lost their job. The only income from massage service is no longer available, while friends or relatives are just in similar difficult situations to ask for help.
Indeed, some of these families have received food from the Department of Social Service, but such basic needs as canned sardines, instant noodles and others cannot be consumed by infant. Many of their babies are only a few months old. For a while these babies were only given sweet water.
I was touched to hear that. Many people are raising funds for vulnerable groups, but no one has ever thought about meeting the needs of infants’ food and nutrition. Their parents who are disabled are unable to buy milk in the midst of the devastating economic impact of the pandemic and the lockdown in place.
After the conversation, I contacted all people I know who can help. The next day we began preparing for a fundraiser with HWDI Padang (Indonesian Association of Women with Disability of Padang city). HWDI Padang moves quickly to start collecting data by name by address of disabled families who have infants and toddlers. Initially there were differences of opinion related to whether to provide assistance in the form of cash and leave it to every family to buy their own needs, or to provide them with all goods they identify they need.
There are some disabled families asking to be given cash, and the advantage of this option is that there is no need for data collection for various types of infants’ needs. However, after considering various aspects, especially related to the lockdown rules as well as the ease and comfort of families with disabilities, it was finally decided to provide in the form of goods according to the needs of each child, even though the consequence was to carry out detailed data collection and work hard for validation and verification to each family, and ensure the contents of each package is according to the request of each family.
Some of us stayed up late to prepare a complete list. The data collection is carried out in details, especially for the needs of each different child, for example the brand of milk for each child, the size of nappies, the types of baby porridge that is usually consumed, etc. Data collection is done via WhatsApp and direct calls for those who do not have internet.
Each of board members has a job to do. Imel is tasked with contacting the family of the blind for complete data collection including the needs of each baby and toddler. Ms. Afrita is responsible for collecting data on deaf families who have children under five. Meanwhile, Uni Ilusiana, who is also the director of HWDI Padang, is tasked with collecting data on those with physical disability. Two loyal staff Uwok and Ayuk recapitulated the data. I help clean and tidy up the recap data, including preparing a shopping list for all needs to be purchased. Bundo Titi together with her colleagues from the Women’s Network conducted the funds raising and provided updates on the funds collected from time to time.
Within one day the complete data is available including the list of needs of each infant and toddler. We successfully recorded 29 disabled households with a total of 37 infants and toddlers whose age range between 4 months and 4.5 years. In one day the fund was raised from the wives of city officials and groups of women who care about people with disabilities in the city of Padang. Thank God the amount of funds collected exceeds the costs needed to buy all the needs on the list.
The next day the collaboration team moved to buy all needs according to the data for each family. The packages plus some money was immediately distributed to each of the families. Due to the limited resources of the HWDI management and we must comply with the lockdown rules, the distribution was done at the HWDI Secretariat Office by asking representatives from each organization to collect the packages that have been labeled by the names of each family head, and distribute them directly to every disabled family. One of the families who received the aid contacted us and expressed her gratitude with tears of happiness. The baby of the disabled mother was apparently only given rice water since her father, who is also disabled, lost his livelihood and could no longer afford milk for their baby.
It was a great happiness to see the cheerful smiles of the disabled parents receiving the packages for their loved ones. It is wonderful to share with fellow people with disabilities in this blessed month of Ramadhan. As long as we want to make a move to help others, someone will be moved to help us in our good cause (**).
